CLONE Cooperative Agreement

Purpose

CLONE (Cooperating Libraries Of Nash and Edgecombe) is a consortium that exists to provide optimal library resources and services to citizens of our shared communities.

Description
CLONE is a cooperative organization of public, academic and medical libraries in Nash and Edgecombe counties. Participation of member libraries in any project is completely voluntary.  The implementation of this agreement does not substitute for development of adequate individual collections and services based on each member’s obligation to support its own user and/or curricular needs.

Member institutions may withdraw from this consortium at any time.  Any member library that chooses to withdraw from CLONE forfeits all consortial privileges.

Governance
CLONE is governed by a council consisting of the director of each member library.  Elected officers are a chair, vice-chair, and recorder who serve for a two-year term.  The council meets at least quarterly.  Each member library has one vote, and no action shall be undertaken without the consent of the majority of member libraries.  Additional representatives from member libraries are welcome to attend meetings and to participate in the work of the consortium.

Cooperative History
The libraries of Nash and Edgecombe counties have a long history of cooperation.  CLONE was created in the early 1980’s when the five of the seven current member institutions joined together in an effort to serve area residents more effectively through the creation of a union catalog on microfiche.  The project never actually resulted in a union catalog, but it did facilitate the conversion from card catalogs to online catalogs. 

In 1996, the CLONE libraries joined with city and county governments, school systems, and other organizations to form the Nash-Edgecombe Community Network (NECN).  NECN members worked together to share information and strengthen network infrastructure.  In particular, this led to cooperation between the public libraries, and Braswell Library began providing technology support to Edgecombe Memorial Library.

In 2004, the CLONE libraries agreed to strengthen the cooperative effort by developing a comprehensive technology plan for the twin counties.  The planning process involved a review of each member library’s existing technology, procedures, policies and systems activities and identified those technologies and processes that would enable CLONE members to enhance both services to users and administrative functions through cooperative activities.

Review
Evaluation of this Agreement and any changes will take place as necessary and at least every two years.  Changes to this Agreement require unanimous approval by member libraries.
